구테헤스 9대 UN 사무총장 확정

안토니우 구테헤스(67 Antonio Guterres) 전 포르투갈 총리가 유엔의 새로운 수장(首長)으로 공식 확정됐다.

유엔총회는 13일(현지시간) 안토니우 구테헤스(67) 전 총리를 새 사무총장으로 공식 선출했다.

앞서 지난 6일 안전보장이사회는 유엔 헌장에 따라 구테헤스 전 총리를 차기 유엔 사무총장으로 선출할 것을 총회에 권고한 바 있다.

 

 

 

구테헤스 사무총장 당선자(Designate)는 올해로 임기(任期)를 마치는 반기문 사무총장의 뒤를 이어 2017년 1월 1일 제9대 유엔 사무총장으로서 직무를 시작한다. 임기는 2021년 12월 31일까지 5

년이며 안보리 상임이사국들이 거부하지 않으면 연임이 가능하다.

반기문 사무총장은 이날 유엔 총회에서 공식 선출 직후 구테헤스 당선자를 만나 축하 인사를 건네고 환담을 했다.

 

 

포르투갈 리스본 출신인 구테헤스 당선자는 리스본 기술대학교에서 물리학과 전기공학을 전공했다. 1972년 군사정권 당시 합법화되지 않았던 사회당에 입당한 그는 정당활동 자유화 후 적극적으로 정치에 참여해 국회의원으로 선출됐다. 아니발 카바쿠 실바 정권 시절인 1992년, 사회당 대표로 선출되어 야당을 이끌었다.

 

1995년 총선에서 당을 승리로 이끌어 총리로 취임했다. 1999년 총선에서 다시 승리했으며, 그 해에 사회주의 인터내셔널 대표가 되었다. 2002년 인기 하락으로 총선을 앞두고 퇴임(退任)했다. 2005년 국제연합 난민기구 최고 대표로 임명되어 2015년까지 10년간 활동했다.

He was born 30 April 1949. Guterres was Prime Minister of Portugal from 1995 to 2002. He also served for a time as President of the Socialist International. He was the United Nations High Commissioner for Refugees from June 2005 to December 2015, and in October 2016 the United Nations General Assembly elected him by acclamation to become the next United Nations Secretary-General, succeeding the retiring Ban Ki-moon.

 

On 29 February 2016, Guterres submitted his nomination as Portugal's candidate for the 2016 UN Secretary-General selection.

 

The UN's role in the Haiti cholera outbreak has been widely discussed and criticized[citation needed] after Ban Ki-moon administration denied the issue for several months. According to the Boston-based Institute for Justice & Democracy in Haiti, the UN is the proximate cause for bringing cholera to Haiti. Peacekeepers sent to Haiti from Nepal were carrying asymptomatic cholera and they did not treat their waste properly before dumping it into Haiti's water stream.

 

During his UNSG informal dialogue, Jamaica, on behalf of the Caribbean Community, asked if the UN should assume liability for any deaths within local populations that result from the introduction of infectious disease by its peacekeepers. Jamaica also asked if Guterres believes compensation should be provided. Guterres responded by calling the situation a "particularly complex question." He says that it is difficult to preserve diplomatic immunity while also ensuring there is no impunity, but that he would "pay a lot of attention in trying to find the right equilibrium between these two aspects that are absolutely crucial."
